Colbert L. Boyd
Colbert Longworth Boyd, was a long-term Virginia State government employee with 30 years of
experience at the Service Representative, Manager, Director and Chief Operating Officer levels.
He has expertise in claims administration, human resources, strategic planning, fiscal
management, and compliance with laws and regulations.
Boyd spent the majority of his career with the Virginia Department of Veterans Services (VDVS),
serving as Chief Operating Officer from 2003-2010 where he directed statewide operations and
personnel with an operational budget of ~$45 million. Prior to that, he was the Veterans Claims
Director from 2002-2003 and Deputy Director from 1999-2002 at the Virginia Department of
Veterans Affairs.
Earlier roles included Veterans Claims Regional Manager from 1993-1999, managing claims
administration and personnel across Virginia, and Veterans Claims Examiner/Supervisor from
1987-1993, handling claims processing, appeals, and staff supervision. Boyd began his career
in 1983 as a Veterans Claims Representative in Norfolk, VA.
Boyd served in the U.S. Army from 1969-1972, including a tour in Vietnam where he earned the
Combat Infantry Badge and other honors. He holds a B.S. in Business Administration from
Norfolk State University.
Post retirement interests have included leadership roles in his local neighborhood association,
becoming a Master Gardener and maintaining local neighborhood gardens, and leadership role
with the Buffalo Soldiers Motorcycle Club.More recently he has become a member of the board
with the Kiwanis Club of Roanoke and the Blue Ridge Conservancy.
